This is all bullshit. California legislators realize they’ve gotten about as many people vaccinated as they possibly can, now they want to look like the good guys by praising themselves for the good job they’ve done under the guise of praising all the vaccinated for the good job they’ve done.
Dr. Tomás Aragón, my wonderful state’s health officer, said:
“With these critical actions and a lot of patience and persistence, we have now reached a point where we can update some of the COVID-19 guidance to continue to balance prevention and adapting to living with COVID-19.”
They will not, under any circumstances, admit the failure of the vaccines or the harm caused by getting the jab. Note this statement by Aragón:
We stand before Californians today with a humble message of thanks for taking the hard steps to help manage COVID-19 and with an ongoing commitment to be prepared for what comes next.[emphasis mine]
They got what they wanted—time to move on to World War III or the next pandemic or an alien invasion (the extraterrestrial kind).

Isn't this strategy (assuming it is strategy and not just inherently chaotic corruption and incompetence in office - could be all of it I suppose?) eerily reminiscent of how abusive relationships are described in psychological literature on the topic?
First the abuser grinds down and hurts the victim, who normalises the abuse by rationalising and internalising the rationalisations to such a degree they become autonomous responses, rather than ighting back or escaping.
Then the abuser eases off and plays nice and gets the abused party to virtually or even literally thank them for easing off (often framed as "helping them bettering themselves", inquisitorial confessor-style), further making the victim complicit and therefore also guilt-ridden to such a degree they can no longer do anything than try to pre-empt abuse by attmpting to stay one step ahead of the abuser's triggers.

Also: I never thought I'd live to see the day when my nation, Sweden, was more free than California. Given our 20th century history, good and bad, that should make californians stop, think and retreat from the brink.
